Civilian killing could have been avoided: Pema

ITANAGAR, Jun 16: Following the killing of Thingtu Ngemu (35) of Kongsa village by the security forces, the Chief Minister Pema Khandu has sought the intervention of the Home Ministry as he said that killing could have been avoided.

The Chief Minister spoke to the Union Home Ministry expressing concern over the incident.

"This kind of incident could have been averted through proper care and planning," Khandu, who is out of the state, said in a strongly worded statement today.

While extending his condolences, to the families of Ngemu and solidarity to those injured, Khandu said that words would be superfluous to condole and console at the moment.

He said that govt will provide ex-gratia relief according to norms to the next of kin of the deceased and assistance to the injured for their treatment.

Meanwhile, the All Arunachal Pradesh Students Union (AAPSU) condemned the recent killing of an innocent civilian T. Ngemu at Changlang district by the Assam Rifle. "Arunachal Pradesh is not a police state, and the army should take utmost care to protect and safeguard the civilians,  the AAPSU  said.  The  Union appealed the concern authorities to compensate adequately to the victim’s family.

 

 

 

Arunachal likely to achieve ODF status a year ahead of target

ITANAGAR, Jun 16: Arunachal Pradesh is likely to achieve the status of Open Defecation Free state a year ahead of the target, said Chief Engineer (Sanitation) Toko Jyoti.

The state has so far achieved 87 percent sanitation coverage while 71 percent toilets covered under geo-tagging against the national average of 52 percent, said Toko Jyoti.

He was addressing the launching ceremony of a Special Outreach Programme by the Department of Field Publicity for its employees and all line departments to mark the three years of the central government.

Asserting that the state will be ODF state a year ahead of the target of 2019, the Chief Engineer said unsanitary toilets as well as defunct ones are also being considered for reconstruction.

In his keynote address, Director Field Publicity Dr HR Keshavamurthy said that a large number of schemes for various sections of people have been launched during the last 3 years and there is a need to evaluate implementation and get feedback from the beneficiaries to do midcourse corrections.

He said stress will be on PM's Jan Dhan Yojna, Swacch Mission, Beti Bachoa Beti Padhao, benefits of Yoga during the Special Outreach Programme.

Deputy Director (Urban Development) Nixon Lego informed that 5611 individual household latrines have been constructed so far out of the 12,352 estimated after a survey conducted in 29 towns.

Chief Manager (Lead Bank), SBI,  Jaspal Singh informed that 2,10,000 persons have been covered under PMDJY till May 15,  2017 and recently Financial Literacy Campaign were conducted all over in the  state to create awareness about various social security schemes and also educate account holders about AADHAR and Mobile seeding. He said under PM MUDRA Yojna 6019 loan have been disbursed in the state.

The Project Director, Sarva Siksha Abhiyan informed that all the 1504 boys and 535 girls toilets sanctioned under Swacch Bharat: Swacch Vidyalaya Programme and 813 under Swacch Bharat Kosh for repairing, have been completed. He also elaborated on various activities under SSA to bridge gender gaps and informed about substantial jump in state literacy rates over last 5 years from 66.95% in 2011 to 79.60% by August 2016.

He stated that various initiatives to ensure quality education for girls is being taken up during 2017-18.

The programme was attended by the officials of DFP units in Arunachal and from AIR and DDK, Itanagar among others.

 

 

 

Heroes debunking the myths surrounding Blood donations

ITANAGAR, Jun 16: The importance of blood donation is mostly recognised during emergencies, with people often forgetting that emergencies do not come with warning bells. While blood donation is a healthy practise for the donor, there are many hesitant people who back out when the need arises because of the myths surrounding it.

To give a clearer picture on blood donation, we spoke to a few regular blood donors, one of them a pathologist.  

Appointed as Blood Bank Officer of General Hospital Ziro in 2013, Dr Joram Khopey tells us about the difficulties in maintaining a blood bank, with frequent power cuts causing difficulties in proper storage of the blood in stock. Since the stored blood units require 24 hours of power supply to maintain their temperature of two to three degree Celsius, Dr Joram made out a proposal for solar powered invertors in 2014.

Soon the Infosys, under its CSR scheme agreed to sponsor the invertors, but file movement took him a considerable amount of time, with many trying to get hold of the contract work. However, the support of his colleagues helped him in acquiring a sanction for the project in March 2014 and the hospital officially started storage in December 2015 with solar powered invertors.

However, the battle did not stop there since the blood bank needed willing blood donors. Dr Joram made efforts to create awareness in Lower Subansiri district and started by encouraging his family, friends and his staff members to donate.  Dr Joram continues to create awareness and debunk the myths on blood donation.

The largest myth surrounding blood donation is that women are incapable of donating blood. He informs that most of the donors in Ziro are women. The restrictions are all the same as they are for men, like having haemoglobin levels of 12.5 or more; the donor should be an adult of 18 years and above; people with tattoos have to wait for a minimal period of six months; those who have taken a Tetanus Toxoid injection have to wait for 12 to 15 days, and several other requirements, which are asked to be filled in a confidential questionnaire. The few times a woman cannot donate is when she is menstruating heavily, is pregnant or is lactating.    

When we speak of women donors, 54-year-old Aimi Taloh comes into mind. She has been donating blood since 2008 and is the founder chairperson of "Ayang", a voluntary blood donation organisation with almost 300 registered donors in Pasighat, established in 2014.

On her choice to set up a voluntary blood donation organisation, Taloh says that there have been instances where people would come to visit relatives who were terribly sick or in an accident and required blood. But when the time to donate blood came, only a handful would remain. These handful people ready to donate would mostly fail to donate blood because their blood group did not match with the patient or they would not pass certain criteria. This, she says was her driving force in starting the organisation so that no patient is denied blood which is easily available, if only people are willing enough.

As a woman who has donated 17 times, Taloh also disproved of the myth that women are incapable of donating. She explained that there are certain parameters that every donor has to clear before they qualify to donate blood, but gender is not one of them.

Not only do her female volunteers donate widely, all her volunteers take upon the task of travelling to donate blood to other states as well, and at their own expense.  

She also informed that there were professional blood donors who charged about Rs 7000 to 8000 for a unit of blood. But since she started the organisation, these professional donors have ceased to exist.

She also expressed keenness in organising an all-women's blood donation drive soon to motivate more women to come up for the cause.

In Itanagar, we have 25-year-old Ramesh Jeke, who gave up his seat in the NDA and started working towards blood donation with his organisation Arunachal Vivekananda Yuva Shakti in 2008, now renamed the Federation of Arunachal Voluntary Blood Donors Organisation, which has around 360 donors.

On his inspiration to begin voluntary blood donation, he tells us a story of a woman he saw outside the blood bank in the state hospital at Naharlagun; holding her three-year old child, who was in need of blood. He said he asked for others in the blood bank to help the woman, but no one stepped up and the child eventually died. "It left a deep impression on me. I couldn't donate because I had just donated and come out from the hospital. I thought something needed to be done to fill the gaps in the blood banks."  

Jeke informed that Arunachal Pradesh requires at least 15, 000 units of blood annually, and with the constant efforts of various organisations and people coming up voluntarily to donate blood, the gap has been somewhat filled and there is an availability of 10, 000 units of blood in the blood banks now.

While Taloh holds regular voluntary blood donation drives with the support of Pasighat General Hospital authorities, she makes sure that at least some of her volunteers are kept on hold for emergency calls. Jeke on the other hand holds frequent blood donation drives with the assistance of the Rama Krishna Mission Hospital, Itanagar and Tomo Riba Institute of Health and Medical Sciences (TRIHMS) and hands over the blood units to the hospitals.

Jeke said that they are unable to donate to private hospitals because those hospitals neither have the required certification or blood banks for the purpose. If anyone is in requirement, they can collect the blood from RKM Hospital or TRIHMS, while Taloh is always on call as and when required.

Their approaches may be different, but they are doing their best to mitigate the issue of blood shortage in the state. There is the need to be prepared for emergencies with well stocked supply of blood, and there is also the need to be prepared for an emergency call where patients require fresh blood and not stocked blood, mostly in cases of cancer patients.

To encourage more donors, Dr Joram says that the Lower Subansiri Administration has issued an order, which gives a government employee one day off from work if they donate blood. He hoped that this example would be emulated across the state to encourage the activity.

He also hoped that the government would raise the meagre amount of Rs 25 worth of refreshment to blood donors.

They also clarified on the government hospitals charging a processing fee of Rs 700 to Rs 1000. They informed that the fee was earlier in place at the order of the Government of India for tests on the received blood, which was to be paid by the blood recipient. However, on May 23, 2017, the government waived the fee and now the recipient does not have to pay for the test in any government hospital. If they are charged the amount, they can place a complaint to competent authorities.

However, hospitals like Rama Krishna Misison in Itanagar do not come under the same laws and they charge a very minimal fee of Rs 500 for the test processing.

Dr Joram also highlighted the need for a blood component separation machine, which is currently only available in RK Mission Hospital. "If the state government acquires this machine, then one unit of blood can save three to four lives. Since we do not have the machine, an entire unit of blood has to be used for one person."

Although there are several other individuals like Dr Joram, Taloh and Jeke who are working towards improving blood services, the 10th Common Review Mission report of the National Health Mission had expressed concern about the availability of blood services in six states, including Arunachal Pradesh, particularly at the sub-district level.

Following the World Health Organisation's slogan on World Blood Donor Day, "What can you do?" which aims to create awareness on the necessity of donating blood in the event of a disaster or emergency, it is imperative that more effort is put forward and do all that we can do.

 

 

 

CS flags off Quick Response Vehicle

ITANAGAR, Jun 16: Chief Secretary Shakuntala D. Gamlin on Friday flagged of a Quick Response Vehicle (QRV) for Capital region to be stationed at SDRF camp, Chimpu.

The Chief Secretary suggested to have at least two more such QRVs to cover entire Capital Complex.

This vehicle can be called after dialing toll free DDMA Helpline number 1077 in case of any emergency, informed Deputy Commissioner Prince Dhawan.

Quick Response Team with Rapid Response Team of Medical Department will be activated and move to the spot as and when such call is received, he said.

Besides, the QRV will also keep close vigilance over all vulnerable areas within Capital Complex, Dhawan added.

Principal Secretary (Home), SDRF personnel and members of DDMA attended the flagging ceremony, which was held in the office premises of the Capital Complex Deputy Commissioner.

This is for the first time a QRV has been launched in the state. DIPRO

 

 

 

School boy drowns

NAMSAI, Jun 16: The body of 14-year old Olek Pertin was fished out of Jenthu River in Namsai on Friday afternoon after two days of extensive search by a team lead by A COY 12 BN NDRF, SI Saurabh Singh, with the help of locals.

The boy was a class seven student of John Camemorel Memorial School, Kumari under Lekang circle, and had come home from  his boarding school to collect his photographs and blood report for school documentation.

Reportedly, on the morning of June 14, at around 11.30, he went out with his friends and stopped near the river to bath when the incident occurred.

The body has been handed over to the family in Shanti Nagar, Namsai after post mortem.

 

 

 

‘AAPSU must have a say in all-party meeting’

ITANAGAR, Jun 16: While welcoming the state government's decision to hold all-party meeting to discuss the issue of granting of citizenship to Chakma and Hajong refugees on  June 19 as positive gesture, the All Arunachal Pradesh Students' Union (AAPSU) has  demanded  that  the Apex  student body  be invited  in the  scheduled all-party meeting. "AAPSU from its reliable sources came come to know that the state government slated the meeting of all- party and AAPSU at different time schedule. The development is unwarranted and unnecessary because AAPSU being the one who mooted the all-party meeting should be included in the meeting in the same schedule time rather than segregating AAPSU team from other invitees," the  Union said in a release.

 It further said that the meeting should be inclusive in nature otherwise keeping away AAPSU will defeat the very purpose of  the  meeting. The union demanded  the state government to make necessary amend in its agenda  so that AAPSU can also be part of the all party meeting.

The AAPSU  also appealed all the invitees from different political parties to come prepared with best of the ideas for hammering out a permanent solution that has been lingering on for decades.

 

 

 

Speaker Thongdok calls for strengthening parliamentary procedure

ITANAGAR, Jun 16:  Arunachal Pradesh State Legislative Assembly Speaker, TN Thongdok has said that rules of parliamentary procedure constitute the backbone of a legislature, and unless, these are strengthened, none can arrest the decline and decay of our legislatures into moribund institutions.

He said this while addressing the 16th North East Region Commonwealth Parliamentary Association (NERCPA) Conference at Imphal, Manipur which is being held from Jun 15 to 17.

Thongdok, while speaking about parliamentary procedure for the new millennium emphasized the importance of legislatures to governance and said that if legislatures become irrelevant or reduced to merely ritualistic chambers, accountability of governments would suffer and good governance will become the casualty.

'The Rules of Procedure of the Houses of Parliament of India owe their genesis to the Standing Orders of the Central Legislature that existed during the British times. All state legislatures in our country, more or less, adopted the same Rules of Procedure of Parliament of India. Since Independence, despite several annual conferences of the presiding officers in the country, no comprehensive revision of the Rules of Procedure of Legislatures in India has taken place to tune them to the times we live', Thongdok informed and said that it has become imperative that the Rules of Procedure of House and Committees of the North Eastern Legislatures are reoriented to suit the regional requirements as well as to fit the needs of the day.

He further made few suggestions with regard to reframing the Rules of Procedures of Legislatures in India, especially of the Legislatures of the North Eastern Region, to suit both the new millennium as well as the regional locale.

The Speaker suggested longer and frequent sessions of legislatures; unfettered freedom of speech and vote in the House & Committees; equity for all members for participation in the work of House & Committees; allowing members to work even during non-session periods; de-headquartering House & Committees thereby making them to work in places other than national and state capitals; liberal intervention of technology in the work of House & Committees; allowing participation of public and media in the work of the House & Committees and treating Committee's conclusions as decisions until rejected by whole House.

Further, informing that Arunachal has already commenced reforming the Rules of Procedure of the House and Committees and the reforms will be soon placed before the Rules Committee and the whole House for approval, Thongdok expressed hope that the sister legislatures in the country especially, those in the North Eastern Region will also recast the archaic rules of procedure.

 

 

 

HC summer vacation

ITANAGAR, Jun 16: The Itanagar Permanent Bench of the Gauhati High Court will remain closed from July 3 to 15, 2017 on account of Summer Vacation.

During the vacation, the officers and staff of the Registry will attend office as per roster arrangement except second Saturday, Sunday and Gazetted holiday(s).

 Limitation (what is it) will not run during the vacation period, according  to HC notification.

 

 

 

Govt agrees to repair road leading to RGU

DOIMUKH, Jun 16: All the potholes of road leading to Rajiv Gandhi University will be filled from tomorrow onwards while blacktopping will be done by September 2017.

This was decided after a meeting was convened at the Rajiv Gandhi University the primer educational institution of the state.

The Rajiv Gandhi University Students Union (RGUSU) have been pressing hard and demanding for immediate renovation of the said road for the convenient of thousands of students of the varsity.

They had also threatened to stop the admission process of the university if the road is not repaired.

Minister Urban Development, Land Management Nabam Rebia, who is also local MLA on Friday, discussed the matter thoroughly with the RGU authority and students leaders of RGU at the office chamber of the RGU Vice Chancellor Professor Tamo Mibang. Joint Registrar Dr Nani Tamang Jose, PWD Doimukh Division Executive Engineer Nabam Tado, Power Yupia Division Executive Engineer Ajay Murtem, and AAPSU, VP (Protocol) Tayuk Sonam, RGUSU General Secretary Prem Taba, IPR Secretary Toko Rika and others attended the hour long meeting.

The student leader presented their grievances with regards to road connectivity and pathetic condition of the present road. PWD EE presented details of the action taken right from the meeting with former Governor JP Rajkhowa to till date and fund provision for renovation of road from Bage Tinali to Harmuty and Kola camp and other issue and award of the said road to NHIDCL and other issue.

Rebia directed the PWD EE to start filing of potholes from Saturday onwards while on alternate road to RGU issue Rebia said that a proposal prepared by PWD have been sent to government for consideration.

 

 

 

Officers' Association seek review of state cabinet decision

ITANAGAR, Jun 16: Directorate Service Officers' Association of Arunachal (DSOAA) has strongly appealed for review and recall state cabinet's recent decision to en-cadre 9 posts of Directors in various departments and 4 posts of Deputy Resident Commissioner to APCS cadre.

In a four-point memorandum submitted to the Chief Minister on Friday last, the DSOAA claimed that the decision will block the promotional avenue of the departmental officers in the directorates.

'Many APPSC toppers have opted for Directorate services such as assistant director, CDPO, DF&CSO, DLRSO, DIPRO, DSP, ARCS,STO,FAO, DTO with the hope that they can also hold the post of  director in the department', DSOAA claimed and urged the state government to ensure that no  discrimination or distinction of services is encouraged among the state employees.

The DSOAA has also opposed encadrement of 4 posts of Deputy Resident Commissioner under Civil Supplies to APCS cadre. It has also sought security cover in all the Directorate offices within the Capital Complex besides construction of Directorate Complex in the capital.

 

 

 

Road connectivity leads to development, says Assam MP

ROING, Jun 16:   Stating that road connectivity leads to development, Assam  MP Ramen Deka said  that the  recently inaugurated Bhupen Hazarika (Sadiya-Dhola) bridge will bring rapid development in the North Eastern region. Deka was addressing the concluding ceremony of the "Sabka Sath, Sabka Vikas Sammelan" at Govt. ITI ground here onThursday.

Briefing the achievements of NDA government during last 3 years, the MP informed that 7 Cr LPG connection to individual households was materialized and electrification of 3400 villages is underway. Highlighting the significance of Skill development programs  he further said   that priority should be given in developing one's skills to reduce unemployment problems. He also urged the public for more participation in development activities in their respective area.

In his address, Rural Development Minister, Alo Libang called for improved work culture in every department for  practical and visible development in the state.  Highlighting on various central Govt schemes and Govt achievements he informed that Rs. 1, 30,000 will be provided for construction of individual house under rural house-hold schemes and additional Rs.8000 will be provided for construction Toilet under SBM schemes. The Government is committed for well-being of youth, students and girl child and many schemes have been launched for their benefits, Libang said. He exhorted the public for continuous monitoring and participation in developmental process and dissemination of information on various Govt welfare measures in their respective area.

State BJP president Tapir Gao, while  explaining about the  objective of the "Sabka Sath, Sabka Vikas" Sammelan, said that everyone should participate in development process of the  state and the  Nation as a whole. Speaking on the tourism potentiality of the district, he also exhorted the people of Lower Dibang Valley to cooperate with the  authorities for development of tourism sector.

Parliamentary Secretary, Animal Husbandry & Veterinary, Tamar Murtem in his speech informed that under PMMJ scheme young entrepreneurs could avail loan up to 10-50 lakhs to start their own business with zero interest rate. He also stressed on conservation and protection of Mithun in the state.

NHPC regional office Executive Director, Ronel Kumer, State BJP Vice President, Nani Lajie and Lower Dibang Valley district  BJP president Topak Pertin also spoke on the occasion.

DCM urges agri-horti officials to gear up

NAMSAI, Jun 16: Deputy Chief Minister, Chowna Mein held a coordination meeting with the officers from Rubber Board Zonal Office, Guwahati and District Officers at DC Office, Namsai on Friday evening.

Mein said that people should be encouraged to take up cultivations of Rubber, Coffee, Tea and Spice crop cultivation in the state and urged the officers of the agriculture, horticulture and allied sectors to gear up and perform up to the expectations. He asked the Agriculture and Horticulture Departments to immediately start the nursery preparations of Rubber and Tea at the Govt Nurseries as the State govt has already allocated fund of Rs 10 Crore each for raising Rubber and Tea Nurseries in the Govt Nurseries so that quality seedlings and planting materials are supply to the farmers at affordable rate.

He said that the Land Possession Certificate issued by the District Administration shall be deemed as an Land ownership certificate with the help of which farmers can avail the benefits of loan, subsidy and others offer under various schemes such as Chief Minister's Krishi Rinn Yojana, etc.  He requested the Rubber Board, Spice Board and Coffee Board to accept LPC as a genuine document of land ownership in any of their subsidy and loan offer to the farmers.    

He expressed concern on the dismal performance of the Govt secondary schools in CBSE Board exams in the state. He asked the District Administration, Officers and the teachers to analyze the lacunas in the education system and to come forth with solutions to improve the education system.

Since, Namsai is a new district and it has the scope to be developed in to a model district, he asked the heads of the departments to have a road map for its development in all fronts. He said that every schemes of the govt should percolate down to the grass root level and to the actually desiring people. He asked the govt officers to perform efficiently and said there is no scope for lackadaisical attitude.  He said that bottleneck in the working system should be improved and the office works and files should not be kept pending due to absence of an official on leave.

Rajgopalan Nair K S, Additional Rubber Production Commissioner, Rubber Board Zonal Office Guwahati said that the Rubber Board is planning to take up more plantations in Arunachal Pradesh and expand its cultivation in the region so that it can provide a self-sustainable development. He sought the cooperation of Agriculture and Horticulture Departments of the state in this field to achieve their objectives.

He was accompanied by Shyama Das, Development Officer, Zonal Office, Guwahati and Biswajit Chakraborty, ADO, Rubber Board, Jorhat.

Among others, Bijoy Talukdar, ADC Namsai and District Heads of various departments attended the meeting.

 

 

 

Researchers keen to develop bio resources of North East

ITANAGAR, Jun 16: Realizing the importance of the vast bio resources of North East and its development, the Directors of Rajiv Gandhi Centre for Biotechnology (RGCB), Thiruv-ananthapuram and National Centre for Cell Sciences (NCCS), Pune signed a Memorandum of Understanding (MoU) with the Institute of Bioresources and Sustainable Development (IBSD), Imphal on Friday.

North East Region of the country is a genetic treasure house of plants, animals and microbial resources. This region falls among the World's top 10 Biodiversity Hotspots.

The Directors found many unique bioresources available in NE India, out of which a few can be commercialized for the socio-economic development of the region.

The memorandum with NCCS, Pune will focus building up further the Microbial Repository Centre at IBSD which already has over 25,000 microbial isolates from different parts of North East India, and will also provide a platform for the recently launched National Human Microbiome Project, that will also conduct an in-depth study of the microbiome of North East India's diverse ethic groups, said Dr Shekhar C Mande, Director NCCS.

Prof. Dinabandhu Sahoo, Director IBSD, stressed on the uniqueness of this region and said that the memorandum with RCGB Thiruvanantha-puram will focus on developing a Regional Facility for DNA Fingerprinting at IBSD for molecular genetic diversity analysis of the unique flora and fauna of North East India and develop inique passport data for rare plants and animals.

Dr. M. Radhakrishna Pillai, Director RGCB mentioned that the Kerala based Institute undertakes basic and applied research in frontier areas of disease biology, and has focused on 3 major areas of research such as Infectious and Chronic Disease Biology, Plant Biotechnology and Translation Research and Technology. Prof Sahoo also said that the facility will become a training centre for scientists and students who wish to learn about the techniques used for DNA Fingerprinting and DNA barcoding for the entire North East region.

 

 

 

MVAC stage dharna against PD Sona

ITANAGAR, Jun 16: The Mere Vichaar Andolan Committee (MVAC) on Friday staged a protest at Indira Gandhi Park, Itanagar, demanding that Tourism Parliamentary Secretary P D Sona return Rs 4 crore, which he allegedly took from former Chief Minister late Kalikho Pul.

The committee workers also burned the effigies of Sona, Chief Minister Pema Khandu and Deputy Chief Minister Chowna Mein, demanding that they step down from their positions for free and fair investigation over the claims made by Late Pul in his 60-page note titled 'Mere Vichaar'.

Addressing the gathering, wife of Late Pul, Dangwimsai Pul claimed that she has an audio recording in which Sona has accepted taking Rs 4 crore from Pul who has asked her to talk about it in person.

However, when she sent her eldest son to Sona, he scolded him and has since been eluding the Pul family, claimed Dangwimsai. "No matter wherever Sona is or for how long he will be eluding us, he has to give back the money", she said.

MVAC Convenor Kaling Tasing said that many assume the 60 pages note to be the thoughts only of Late Pul, but as per section 32 (I) of the Indian Evidence Act 1872, the dying declaration is an evidence, and not even the Supreme Court can deny it.

State weavers urged to design exclusive products to make a niche for themselves

ZIRO, Jun 16:  State's weavers need to design exclusive products using natural fabrics in order to make a niche in the competitive world, said Secretary, Cooperation, Onit Panyang while addressing weavers from Lower and Upper Subansiri district during a seminar conducted by Arunachal Pradesh Weavers Federation Ltd (AWFED) at DC's conference hall, here on Thursday.

'Weaving for us is not just a source of income, but it is a symbolic activity which intertwines our culture and traditions in a piece of fabric and passes it down to generations, he said and suggested reviving and drawing out policies and guidelines for encouraging cotton cultivation in the state.

While appreciating resource persons Sandhya Raman, Founder Director, Desmania, New Delhi and Charles Lalthlen Mawai, Proprietor, Mizoram Heritage for sharing their expertise, he exhorted the local weavers to avail the opportunity to learn the intricacies of the handloom business from them.

He further suggested for creation of Point of Sale for textile and handicrafts products in every district to encourage local craftsmen.

'There is a huge trust-deficit between the banks and the beneficiaries of various government schemes. This should be resolved through ascertaining the credentials of the beneficiaries before disbursing loan and regular repayment of loans by the borrowers,' he suggested while addressing the banking issues of the beneficiaries of government schemes.

Registrar Cooperative Society, Rinchin Tashi in his address said that cooperative movement was an effort to create self-sustainable economic activities, which is a necessity now, with unemployment on a rise. With scheduled interventions from the government to strengthen the cooperative movement, it can help address unemployment problem in the state in the long run, he further added. He further suggested for more interactions between the bankers, beneficiaries and the cooperative officials to resolve issues pertaining to loans and repayments.

ICDP General Manager, RD Thungon said that AWFED so far has set up rural marts in Ziro and Daporijo under the sponsorship of NABARD. Owing to the exceptional numbers of weavers and handloom cooperatives in Ziro, it has been selected as the Headquarter of AWFED, he informed.

Joint Director Textiles and Handicrafts, Haj Dodungcalled for patenting the local designs to provide exclusivity to the designs. He also suggested for setting up of business service providers to intensify localized productions.

Assistant General Manager, NABARD O P Mounglangand Joint Director Textiles, Gyati Mali also spoke on the occasion.

Earlier, Onit Panyang also inaugurated the AWFED display-cum-sale mela which will be held from July 15 to 17 next, at the AWFED building.

The program was also attended by DRCS, Gyati Kobin, SIS, Ito Riba, representatives from Desmania and Mizoram Heritage besides, weavers from Upper Subansiri and Lower Subansiri. (DIPRO)

 

 

 

DA to provide private security guards on hire basis

ITANAGAR, Jun 16: In an effort to address the security issues in various offices within the Capital region, the District Administration is making an endeavor to provide private security personnel on hire basis under some standard conditions.

The effort is being made considering the security issues raised by various State and Central Government departments, Banking institutions, PSUs, etc.

The District Administration would prepare a list of private security personnel drawn from Ex-servicemen from Army and Para-military forces and they will be outsourced to those offices, which are willing to hire them, said Capital Complex Deputy Commissioner Prince Dhawan.

These private security guards would be selected and recommended for deployment by a Board of Officers.

However, the selected security guards will have to undergo a minimum training as stipulated under the Arunachal Pradesh Private Security Agency Rules, 2009 and Private Security Agencies Regulation (Act), 2005, he said.

The Deputy Commissioner stated that it was not always possible to deploy police personnel for a long time in a particular office due to huge deployments in and around the Capital region. But, in spite of that the District Administration has always been making best effort to address the security issues, Dhawan added. DIPRO

 

 

 

Taram reviews law and order of the state

ITANAGAR, Jun 16: Parliamentary Secretary, Home & Education, Pani Taram   has reviewed the law and order situation of state with the top police officials on Friday.

During the meeting, Taram asked the top police officials to continue vehicle checking drives and give utmost priority to safety and security of the people. Violators of the laws must be  booked, he said.  

Parliamentary secretary also asked the DGP to keep the police force alert all over the state  to tackle any natural calamity and disaster which may occur due to  continuous rain.

The Parliamentary secretary further appealed to the people of the state to extend all kind of cooperation to the police personnel in maintaining  law and order situation.

Taram  also felicitated the capital police chief Dr. A Koan  with a commendation certificate for his team work in cracking the Audit and  Pension director attack case.  The Parliamentary secretary further directed the  DGP to recognize the   hard-work of all the police  personnel who  did their best to solve  the Audit and  Pension director attack case within a short time.

Earlier, DGP Sandeep Goel and IGP (Law & Order) Nobin Payeng briefed about  the law and  order scenario across the state.  The meeting also discussed the  Changlang incident where a innocent civilian was killed by the Army reportedly  mistaking him  as  an ultra.

 

 

 

‘Repair rain damaged road immediately’

ITANAGAR, Jun 16: All Arunachal Pradesh Public Transport Federation (AAPPTF) headed by its president Dobing Sonam has requested the  authorities of the  Sushi Infrastructure (Pvt) Company, Kheel under Sagalee to  repair damaged  portion of Trans Arunachal Highway road in between Seppa and Rillo in East Kameng district immediately.

Expressing concern over the pathetic condition of  manynewly constructed roads due to heavy rainfall, AAPPTF  in its  representation to the Sushi Infrastructure (Pvt) Company said that one of the worst  rain-affected  road  is Seppa to Rillo.

Stating that Seppa to  Rillo road is considered to be the lifeline of the East Kameng district HQ, the Federation  said  the maintenance  work of the damaged portion of road should be taken up  immediately to avoid any road accident.

 

 

 

Taga visits sericulture farms in BTC

ITANAGAR, Jun 16: Minister for Textile and Handicrafts Tamiyo Taga visited Udalguri district under BTC on June 15 to gather firsthand knowledge about the performance of Sericulture industry and its prospects in Arunachal Pradesh as well.

Taga, accompanied by a group of 10 Sericulture farmers, the Commissioner, Director and Jt. Director of Textile & Handicrafts) visited Mulberry and Muga farms and Eriplantation in various areas of Udalguri. Later, he visited Cocoon Bank, Reeling/ Spinning and Weaving unit, GrainageHall at BTC.

He also held a meeting with Devon Boro, Executive Member, Sericulture, BTC, Rabinson Mochahari, Secretary Sericulture, BTC and Jogesh Deori, Director Sericulture BTC and expressed his pleasure over progress made in Sericulture and the interest shown by the farmers Bodoland in this sector.

He opined that technology adopted in BTC should be replicated in Arunachal Pradesh. Taga sought cooperation between BTC and Arunachal Pradesh in other fields also.

 

 

GLA cadre nabbed

ITANAGAR, Jun 16: A Self-Style Lieutenant of Gorkha Liberation Army (GLA) was apprehended by Army from 5 mile near Tirap Gate on June 15.

The Self-Style Lieutenant identified as Rajesh Lama alias Ganesh Rai was in possession of a 9mm pistol. He was allegedly trying to terrorize and carryout extortion in 5 Mile Area near Tirap Gate, according to defence sources.

During interrogation, he divulged that he had come here for collection of money and extortion and to increase influence of GLA in the region.

 

 

 

DA assures BSNL

Seppa, Jun 16: In order to ensure smooth functioning of telecommunication services in the East Kameng, DC Rajeev Takuk has assured the BSNL authority to extend all possible assistance

As an interim solution, DC has provided 100 litres of fuel from district administration toBSNL for running of DG sets to ensure-uninterrupted telecom service.  (DIPRO)

 

 

 

Legal awareness camp

ITANAGAR, Jun 16: The District Legal Services Authority, Tawang conducted a legal awareness camp for the UTPS and jail inmates of Tawang Sub-Jail.

The jail inmates (10) were educated about various provisions under Legal Services Authorities Act, the services rendered by Para Legal Volunteers, Access to Justice Scheme, plea bargaining, fundamental human rights and duties etc.

Brouchers on various legal provisions were also distributed during the programme.

Secretary, Tawang DLSA and Judicial Magistrate Damge Niri, Deputy Commissioner Sang Phuntsok, Superintendent of Police, MK Meena, and DLSA Member Advocate PremTwosang.

 

 

 

Dree Football Tournaments: Wins for HFCI, LBSC in Ziro, Kime Pakah, BMSCFC in Itanagar

ITANGAR, Jun 16: Hello Football Club Itanagar (HFCI) and Laji Bogia Sporting Club (LBSC) defeated their respective opponents Dolo Mando Football Club (DMFC) and All Salang Sports Association (ASSA) in Golden Jubilee Central Dree Football Tournament at GHSS, Ziro playground on Friday.

Tage Tath (17th min), Tapi Hakhe (38th min) and Khoda Ojin (41st min) scored one goal each for HFCI in their 3-1 win against DMFC. The Consolation goal for DMFC was scored by Koj Danyi in 52nd minutes.

Earlier in the first match, LBSC thrashed ASSA 4-0.

Habung Nada and scored a brace (in 33rd and 53rd minutes) while Tailyang Rebia and Nako Oppo scored one goal each in 7th and 39th minutes respectively.

On Thursday, last year's defending champion Sojang Lapang Sports Club (SLSC) defeated Zamra Football Club (ZFC) 1-0 in  the ongoing Golden Jubilee Dree Football Tournament at Govt. higher secondary school, Ziro ground. In second match, High Definition Football Club (HDFC) defeated Vintage Football Club (VFC) with a huge margin of 6-0.

In Capital Complex Dree Football Tournament, Kime Pakah FC of Itanagar defeated RT FC 2-0 in a league match under open category at DN Govt. College playground here on Friday.

Both the goals were scored in second half by Bullo Obing i(37th min) and Kago Sambyo just before the final hooter.

"Hero of the match" title went to Kago Sambyo of Kime Pakah team.

In the veteran category, Bumer Memorial School Veteran FC (BMSCFC) beat Ball Tula FC with help of two first half goals scored by Duyu Kago (12th min) and Koj Tatung (21st min).

Ball Tula FC gave a tough fight in the second half but failed to score.

APFA announces event calendar for 2017-18

ITANAGAR, Jun 16: Arunachal Pradesh Football Association (APFA) has announced the event calendar for the year 2017-18.

As per schedule, the state level Tadar Tang Memorial Football Tournament will be held during December, 2017.

The Zonal qualifying rounds for the tournament would be conducted in two phases. While the first phase will be organized from November 2 to 8, the second phase will start from November 10 to 16.

The entire state has been divided into three zones with two teams from each group qualifying for the final round.

The Eastern Zone comprises Lower Dibang Valley, DibangValley, Lohit, Anjaw, Namsai, Tirap, Longding and Changlang while the Central Zone includes East Siang, West Siang, Upper Siang, Siang, Papum Pare, Capital Complex and Arunachal Pradesh Police.

Tawang, West Kameng, East Kameng, Lower Subansiri,Kurung Kumey, Kra- Daadi and Upper Subansirihave been clubbed together in the Westerbn Zone.

The Veteran Football Tournament and the 7th Eagle Trophy Club Championship will be conducted at RG Stadium, Naharlagun during September and October respectively. Boys U-16 Football Tournament will be held in September.

The Arunachal League will be held from September to November.

Meanwhile, Arunachal Pradesh Women Football Committee under the banner of Arunachal Pradesh Football Association is going to organize the first Arunachal Women's Football League, 2017 at Rajiv Gandhi Stadium, Naharlagun as per schedule from July 20.

The winner of the state league will participate in the second division Indian Women League, 2017-18.

Those clubs and district teams interested to participate in the league have been advised to contact Arunachal Pradesh Football Association, Naharlagun for registration. The last date of submission of form is July 5.

 

 

 

ASF conducts medical camp

ITANAGAR, Jun 16:  The Arunachal Students' Federation (ASF) Namsai District Unit organized a free health camp in collaboration with health dept. of Namsai at Nongtaw Khamyang village, under the Piyong circle on Thursday.

In the said event retired doctors Dr. C K Gohain, Dr. A C Gohain, In-Charge of the NCD dept. Namsai, Dr. C M Thomoung, Medical Officer Namsai and Dr. C A NamchoomMedical Officer cum In-Charge, Piyong PHC examined the patient.

Dr. C M Thomoung explained in detail the preventive measures for Malaria and asked the villagers to maintain a hygienic and clean surrounding, so that the mosquitoes cannot breed, and people remain safe from Malaria. Around 150 patients were examined during the camp. Medicines available with health department along with those procured by ASF were freely distributed to the patients.

Punish the murderer

The killing of an innocent villager at Changlang allegedly by Assam Rifles marks new low in the counter insurgency operation in Arunachal Pradesh. One Thingtu Ngemu was killed in a case of mistaken identity. There is no justification for such gruesome act in a civilized society. The perpetrators of such heinous crime should be strongly punished. People of the troubled districts of Tirap, Changlang and Longding are often caught between security forces and underground groups.

Several UG group like NSCN (IM), NSCN (K) etc operates in the three districts. In the past on several occasions factional clashes broke out between these groups due to which people have suffered a lot. Also in the name of carrying out counter insurgency operation the security forces has been alleged of harassing innocent people. But this is for the first time that an innocent citizen has been murdered by the security forces. They cannot just wash off their hands citing 'mistaken' identity as excuse. People responsible for the murder of innocent citizen should be held accountable. State government should take this incident seriously and put pressure on government of India to rein these military personnel. These kinds of incidents will lead to breakdown of relation between civilian and armed forces which can catastrophic effect on a sensitive border state like Arunachal Pradesh.

Appeal for fair exam

Dear Editor,

Through your esteemed daily, I would like to appeal the Director of Education to cancel all RMSA IT teacher result of other districts  and let the exam be conducted at  Itanagar centre for every district , for fair exam.

My first point is that Education department should conduct a fair exam in every district. In some districts, the candidate were using mobile while in some districts, the candidate were lesser than the vacancy.

Why should the rules be different for  Papum Pare and East Siang  where there are more qualified candidates?

And also the questions were very tough and no candidate would have qualified  the exam but with the help of mobile phones, some of candidate qualified. Is this recruitment really fair?

Even some of my seniors who are brilliant and very good in the core subjects could not qualify but how come some candidate who are very poor in studies qualified.

What is the need of GK &GE  to teach computer science ?

The dept should conduct walk in interview to see the teaching ability and subject knowledge of a particular candidate.

Do not reject forms

Dear Editor,

This is in response to the clarification given by Deputy Secretary, APPSC on 10th of June 2017 in Arunachal Times regarding confusion in filling of OMR form for prelims. We appreciate the APPSC for that.

However, I demand further official declaration from your side that no form will be rejected , even  those who have written age as on 1/1/2017 in column 6), as many of us have already submitted the form in the office before the clarification from APPSC.

Therefore, we demand official declaration regarding the same. Otherwise we will be forced to submit new form. We cannot lose the opportunity due to silly confusion created by the department.
